A Bel Air woman was indicted Tuesday for negligent homicide and manslaughter in connection with a fatal car crash which occurred on Route 543 in Fountain Green last summer.
Nicole A. Albers, 28, of Bel Air faces nine charges in connection with an accident which claimed the life of Carolyn DiCocco, 64, of Bel Air on Route 543 near Foxborough Drive July 21.
Albers is charged with felony counts of negligent homicide by motor vehicle while impaired by drugs and vehicular manslaughter, as well as driving under the influence or while impaired, reckless driving, negligent driving, failure to control vehicle speed on a highway to avoid a collision, speeding, failure to keep on the right side of the road, and driving without a license, according to court records.
The manslaughter charge carries a maximum penalty of up to 10 years in jail and/or a fine of $5,000; the negligent homicide charge carries a maximum penalty of three years in prison and/or a fine of $5,000.
Albers is being held at the Harford County Detention Center on $250,000 bond following a bail review hearing Thursday morning.
According to Maryland State Police investigators, Albers was northbound on Route 543 in a 2002 Chrysler 300M when her vehicle struck a southbound 2010 Lexus driven by Albert DiCocco, 65, of Bel Air.
Carolyn DiCocco was pronounced dead at the scene. Albers and a passenger in her vehicle, Alycia Hoffman, 23, of Bel Air were airlifted to R Adams Cowley University of Maryland Shock Trauma Center in fair condition. Albert DiCocco was transported to Johns Hopkins Bayview Medical Center.

Excellent work in bringing this murderer to justice. Any idea what happened to the woman that hit the Fallston HS student in March? The student is alive but will never be the same and has lost so much. Justice needs to be done in that incident as well.

Don’t know the current details of that story, but as you can see the wheels of justice turn very slowly sometimes; more slowly than we’d like. If there’s any truth to the reported eye witness accounts that the lady ran the red light and side struck the young lady you mention…then yes, her time will come. In the meantime, thank goodness they’ve taken this other menace off the streets.

Just a point for the Editors here. It is the R Adams Cowley there is no period after the R because it is just the letter no name. Cowley’s grandfather had wanted him named “Rufus” after himself, but his mother disliked the name. So Cowley’s official first name became simply “R”, and he insisted that it be written without a period after it.

It is not asking too much that a news organization that wants respect should correctly grasp the distinction. Okay, now you should all be satisfied that Nicole was charged with manslaughter. There was no premeditation like most of you suggest. She is a product of our society- which involes drugs, divorce and no parental support growing up. As the saying goes, children learnwhat they live at home. I agree Nicole is to blame but it was not intentional and she also has some mental and emotional issues. Let her get the help she needs and move on. Healing and forgiveness with the Dirocco family and with Nicole needs to begin-We are not the judge and jury but in the end God will judge us all.

Who said anything about premeditation? I should hope that no one drinks and gets into the car hoping to kill someone. We’re just happy that she will be punished for her actions. And please don’t blame “our” society. Blame her “village” that raised her but not the rest of us. In the end, she made the decision and her friend let her. Her villiage is her society and her home. Obviously Nicole did not have decent role models while she was growing up. This has everyting to do with society, where do you think these young adults learn this :from their parents or other significant adult role models. She obviously has many problems and that does not excuse her from responsibilty but I believe she will learn from this horrible experience. If you really do work with these young girls, I hope you do not teach them that they are absolved of all bad decisions and responsibility for the results of those decisions because of their: parents, upbringing, economic situation or addictions. If you do, you are doing far more harm than good.

It’s about time!! I feel horrible that the DiCocco family had to go through this, but they will finally be able to get some sort of closer. What Nicole did was terrible, I cannot believe that the government has known full well that she killed someone but let her walk around 10 months after the death of Ms. DiCocco. She is an adult! I have followed this case since it happened! Her parents are not to blame. My brother had a serious drug problem has a teenage and into adulthood and he had darn good parents! He finally hit Rick bottom and got his life together thank god he never killed anyone! But to blame the parents is just not right! Nicole made a choice to get behind the wheel, her husband gave her the keys! You know right from wrong! From what I have read and heard she has put her family through a lot, even before she commited this awful crime! When you are an addict you care only about your drug! It’s so sad that a innocent wonderdul lady was taken from her family! Now Nicole has robbed a family of a great person! And now her family is stuck pickIng up her garage. She has two young children that will know the rest of their lives that Mommy killed someone. She thought of no one that day. I don’t blame the passenger how is this her fault she wasnt driving! This whole thing is very sad! I pray for the Dicoccos and for Mrs. Albers family. They will have to face this wonderful family in court! All because a addict got behind the wheel and drove! Guys… you keep talking as if an indictment is a conviction. It’s not. While we all hope the States Attorney has done their job as well as law enforcement, the legal system is not always so cut and dry as you would like to believe. Do I want her to be punished if she is found convicted of the crime? Yes I do. Has she been convicted? No she has not. The process is still not yet underway and it will be some time before a final resolution. And the families affected by this will still be damaged and trying to recover.

While her killing somebody was not intentional, there’s enough research and a gazillion examples out there that proves the effects of drugs and alcohol on ones ability to operate a vehicle. Someone choosing to ignore those warnings and make the decision to drive IS intentional and must be punished, not coddled.

The woman is a scumbag. There is no reason she shouldn’t do the full ten years plus whatever time accompanies the other incarcerable charges (DUI, reckless driving and driving without a license). She won’t though. She has been handheld and coddled throughout her illustrious criminal career. She was convicted of several theft charges but just gets a fine or released. If she was in jail as a repeat offender, Mrs; DiCocco would still be here and her family wouldn’t be grieving an inconsolable loss for the rest of their lives. Ten years is not enough. Regardless of whether or not the trial has happened yet or not, the evidence is clear-she was impaired, she had no license and no business being on the road regardless of her sobriety. Well her actions finally went beyond property crimes and she killed someone. Let’s see what kind of sentence she gets. Don’t hold your breath for true justice. She took someone’s life and should forfeit her freedom for the rest of hers.

just so you all know working in circuit court states attorney uses a point system that goes back to 7yrs and they caculate so what ever or how ever many points she accumilated in 7yrs to points that each of the charges have they go across and that estimates the time, but because of the nature of the crim everything does fall into diff catergories. its like a times table and im sure they will seek the maximum thye can give her, but anyways karma is bitch and it bitched her and got her

I am so pleased with these findings, and I pray that her family gets justice. I also know that the passenger of Albers car is still in physical therapy, needs assitant devices to walk and is undergoing surgeries til this day.. she too has been traumatized in this so called “accident.” It does not compare to what the DiCocco family has and is still experiencing, but I think her and her family deserve prayers as well.

Today Nicole plead Guilty for the manslaughter charge and received a 5 year sentence to the big house in Jessup and 5 years supervised probation. Not enough time in my opinion, but the laws in this State are rediculous. May God be with the DiCocco family during these hard times.

This woman deserves to be in jail for the rest of her miserable life. I know her on a personal level and she is one of the worst people I know. I am sorry for the loss of the DiCocco family. I hope that one day, Nicole will come to her senses that it is not her right to drive under the influence, without a license and 7 other charges. Small theft accounts previously, show that this woman is not a caring citizen of Harford County, and this accident is another one of her careless mistakes that has been at the expense of someone else. I hope that Mrs. DiCocco has rested peacefully in these 2 years since this tragic accident. God bless.
